- PRIMERO. CONFIRMAR la sentencia proferida por la Sala Plena del H. Consejo de Estado, que revocó la sentencia dictada por el Tribunal Adminitrativo de Cundinamarca, y concedió la tutela del derecho a la vida, invocada por el Doctor Luis Antonio Bustos Esguerra, Personero de Santafé de Bogotá D. C., en nombre de los señores Guillermo Franco Benitez, Vitaliano Arce y otras personas, habitantes del barrio Bella Flor de esta ciudad.
- SEGUNDO. Líbrese, por intermedio de la Secretaría General de la Corte, las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los fines allí allegados.
