- Primero. REVOCASE el fallo proferido el veintiuno (21) de abril de mil novecientos noventa y tres (1993), por el Consejo de Estado, Sala de lo Contencioso Administrativo, mediante el cual se dispuso revocar la sentencia del Tribunal Administrativo de Cundinamarca y rechazar la solicitud de tutela por improcedente.
- Segundo. En consecuencia, CONFIRMASE el fallo de primera instancia, proferido el veinte (20) de enero del presente año, por el Tribunal Administrativo de Cundinamarca -Sección Primera-, mediante el cual se negó la tutela.
- Tercero. LIBRENSE las comunicaciones a que se refiere el artículo 36 del Decreto 2591 de 1991.
