Primero. REVOCAR la sentencia proferida por el Tribunal Superior del Distrito Judicial de Montería el nueve (9) de febrero de mil novecientos noventa y nueve (1999) dentro de la acción de tutela de la referencia.
Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Alcalde Municipal de Puerto Libertador -Córdoba- que dentro de las cuarenta y ocho (48) horas siguientes a la notificación de esta providencia, proceda a realizar los pagos de los salarios adeudados a los señores Milton Llorente Zuñiga y Luis Ernesto Pulgarín Martínez. si aún no lo ha hecho, siempre y cuando exista la debida partida presupuestal. Si esta fuere insuficiente, dispondrá del término ya señalado para iniciar las gestiones tendientes a obtener los recursos necesarios para el pago efectivo y completo de lo ordenado. En cuanto a los salarios atrasados, los demandantes podrán acudir ante la jurisdicción ordinaria para exigir su pago.
Tercero. LÍBRENSE las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
