Primero. REVÓCASE la sentencia proferida por el Juzgado 2 Promiscuo Municipal de Baranoa, el trece (13) de diciembre de 2000, en la acción de tutela instaurada por Margoth Consuegra Araujo contra el Municipio de Baranoa -Atlántico-, por las razones expuestas en la parte motiva de esta sentencia.
Segundo. ORDENÁSE al Alcalde del municipio de Baranoa -Atlántico- que en el termino de 48 horas cancele las mesadas adeudadas a la actora, si no lo hubiere hecho en el trámite de revisión. Igualmente, ORDENÁSE al Alcalde del municipio, o quien haga sus veces que adopte con carácter permanente los correctivos presupuestales que sean necesarios para garantizar el pago puntual de las mesadas que en el futuro se causen.
Tercero. Por Secretaría General, líbrense las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991.
