Primero. Confirmar las sentencias proferidas por el Tribunal Administrativo de Cundinamarca, el 25 de agosto de 1993 y el Consejo de Estado, el 16 de septiembre del mismo año, dentro de la acción de tutela promovida por el señor HECTOR ORLANDO MOLINA DIAZ.
Segundo. Líbrense por Secretaría las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allá contemplados.
TERCERO. Comuníquese esta decisión a la Empresa Colombiana de Petróleos -ECOPETROL-.
