Primero. REVÓCASE la sentencia proferida por el Juzgado Penal Municipal de El Bagre -Antioquia-, del dieciocho (18) de agosto de 2000, dictada dentro de la acción de tutela instaurada por Gilberto Van de Venter Quiroz contra el Municipio de El Bagre -Antioquia-. En su lugar, CONCÉDASE el amparo solicitado, en los términos expresados en la parte motiva de esta providencia.
Segundo. En consecuencia, ORDÉNASE al Alcalde del municipio de El Bagre -Antioquia-, o a quien haga sus veces, que en el término de las cuarenta y ocho horas (48) siguientes a la notificación de este fallo, inicie los trámites y gestiones necesarios, si es que ya no lo hubiere hecho, para obtener las partidas presupuestales indispensables, que le permitan pagar lo que adeuda al actor por razón de salarios. Igualmente, que garantice el pago oportuno de los salarios que éste devengue a partir de la notificación de este fallo.
Tercero. Por Secretaría General, LÍBRENSE las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991.
