- PRIMERO. Confirmar la sentencia proferida por la Sala de lo Contencioso Administrativo del Consejo de Estado el 27 de octubre de 1995 y, en consencuencia, denegar la acción instaurada por el peticionario con fundamento en las razones expuestas en la presente providencia.
- SEGUNDO. Ordenar que por la Secretaría General de la Corte se comunique esta decisión al Tribunal Administrativo de Cundinamarca, en la forma y para los efectos previstos en el artículo 36 del decreto 2591 de 1991.
