- Primero. REVOCASE la sentencia proferida en segunda instancia por el Juzgado Doce Civil del Circuito de Barranquilla el 23 de octubre de 1995, dentro del proceso de tutela iniciado por demanda de MERCEDES MARIA BLANCO CAMARGO, y, en su lugar, NIEGASE la protección judicial impetrada.
- Segundo. Para la efectiva protección de la menor hija de la demandante, se ordena CORRER traslado al Director General del Instituto Colombiano de Bienestar Familiar para que se brinde a la peticionaria la asesoría y colaboración necesarias con el fin de adelantar en forma inmediata el proceso de investigación de la paternidad, así como para que la niña sea incluída en los programas de protección que ese organismo adelanta.
- Tercero. SE CONCEDE un término de cuarenta y ocho (48) horas hábiles, contadas a partir de la notificación del presente fallo, para que MERCEDES MARIA BLANCO CAMARGO, si no lo hubiere hecho, proceda a denunciar y a registrar el nacimiento de su hija, de conformidad con la ley.
- Cuarto. DESE cumplimiento a lo establecido en el artículo 36 del Decreto 2591 de 1991.
