Revocar parcialmente la sentencia del Tribunal Superior de Cali, Sala de decision Civil, de fecha dos (2) de julio de dos mil tres (2003), en la accion de tutela presentada por Vladimir Zaninovic contra el Icfes y la Secretaria Departamental de Salud del Valle del Cauca. Se concede la tutela solo en relacion con el derecho de peticion, de acuerdo con lo expuesto en esta providencia.
En consecuencia, se ordena a la Subdireccion de Aseguramiento de la Calidad del Ministerio de Educacion Nacional, que actualmente es la competente, para que dentro de las cuarenta y ocho (48) horas siguientes a la notificacion de esta sentencia, se ponga en contacto con el demandante con el fin de suministrarle la informacion precisa y oportuna sobre la forma de legalizar y convalidar sus titulos, teniendo en cuenta las circunstancias que rodean su caso particular y de acuerdo con lo expuesto en esta sentencia.
Por Secretaria General librense las comunicaciones previstas en el articulo 36 del decreto 2591 de 1991.
