  1. Primero. REVOCAR, por las razones expuestas en la presente providencia, los fallos proferidos por el Tribunal Administrativo de Antioquia y por el Consejo de Estado, Sala de lo Contencioso Administrativo, Seccion Cuarta, al resolver sobre la accion de tutela incoada por Beatriz Helena Quintero Arredondo contra la Superintendente Bancaria y la Corporacion de Ahorro y Vivienda CONAVI y, en su lugar, CONCEDER la proteccion solicitada.
  2. Segundo. ORDENASE a la Superintendencia Bancaria asumir el conocimiento del caso planteado y resolver de fondo sobre las peticiones formuladas por la actora, justificando en los hechos y las normas las razones de su decision, que sera obligatoria para CONAVI.
  3. En todo caso, la actora podra acudir a los jueces ordinarios en defensa de los derechos que, en el plano contractual, invoca.
  4. Tercero. Por Secretaria LIBRESE la comunicacion de que trata el articulo 36 del Decreto 2591 de 1991.
