- Declarar EXEQUIBLES la expresión "Los Presidentes y Secretarios provisionales cumplirán su función hasta tanto se efectúen las elecciones correspondientes y se proceda a su posesión en los términos de la ley", del artículo 38, y la expresión "en propiedad" del artículo 46 de la Ley 5 de 1992 "Por la cual se expide el Reglamento del Congreso : El Senado y la Cámara de Representantes".
