- ESTARSE A LO RESUELTO en la Sentencia C-799 de 2003, en la cual se declaró inexequible la expresión "En todo caso será procedente la inmovilización del vehículo o preferiblemente la retención de la licencia de conducción si pasados treinta (30) días de la imposición de la multa, ésta no ha sido debidamente cancelada" contenida en el artículo 140 de la Ley 769 de 2002."
