Primero. CONFIRMAR, por las razones expuestas, los fallos proferidos por la Sala Laboral del Tribunal Superior del Distrito Judicial de Santa Fe de Bogota D.C., y la Corte Suprema de Justicia, en cuanto negaron el reconocimiento del reajuste y conmutacion pensional solicitados por el accionante.
Segundo. CONCEDESE la tutela impetrada por Jacinto Romulo Villamizar Betancourt, por violacion al derecho fundamental de peticion. El Fondo de Prevision Social del Congreso - debera resolver de fondo e integramente sobre la solicitud de Reajuste y Conmutacion Pensional, en un termino que no podra exceder las cuarenta y ocho (48) horas contadas a partir de la notificacion del presente fallo.
Tercero. LIBRENSE por la Secretaria General de esta Corporacion, las comunicaciones de que trata el articulo 36 del decreto 2591, para los efectos alli contemplados.
