Primero. REVOCAR las sentencias proferidas por el Juzgado Civil del Circuito de Turbo el 30 de julio de 1996 y por la Sala Civil de Decisión del Tribunal Superior de Antioquía.
Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Alcalde Municipal de Turbo que, si todavía no lo ha hecho, proceda dentro de las cuarenta y ocho (48) horas siguientes a la notificación de esta sentencia a cancelar a los trabajadores oficiales del municipio de Turbo aquí demandantes y afiliados a SINTRAMUNITURBO y cuyos nombres y números de cédula aparecen en la solicitud de tutela, los salarios correspondientes al año de 1996, siempre que haya partida presupuestal disponible. En caso contrario, dentro del mismo término, iniciará los trámites pertinentes, de todo lo cual informará, inmediatamente, al juez de primera instancia.
Tercero. LÍBRENSE por Secretaría, las comunicaciones de que trata el artículo 36 del decreto 2591 de 1991, para los efectos allí contemplados.
