Primero. REVOCAR la sentencias proferidas por el Juzgado
Primero. Civil del Circuito del Guamo (Tolima) y por el Tribunal Superior- Sala Penal- de Ibagué, en los expedientes de la referencia. En consecuencia, TUTELAR los derechos a la vida y seguridad social de los actores. Se ordena que en las cuarenta y ocho (48) horas siguientes a la notificación de esta sentencia, el Alcalde del Municipio del Guamo, proceda a reanudar el pago de las mesadas adeudadas a los actores, siempre y cuando exista la partida presupuestal correspondiente. Si esta fuere insuficiente, dispondrá del término ya señalado para iniciar las gestiones tendientes a obtener los recursos necesarios para el pago efectivo y completo de lo ordenado. .
Segundo. COMUNICAR la presente providencia a los falladores de instancia para los efectos previstos en el artículo 36 del Decreto 2591 de 1991.
