- PRIMERO. REVOCAR la sentencia de 9 de febrero de 1995, proferida por el Tribunal Administrativo de Cundinamarca, Seccion cuarta, en el asunto de la referencia.
- SEGUNDO. CONCEDER la tutela por violacion del derecho de peticion, en consecuencia, se ordena a la Administracion de Impuestos y Aduanas Nacionales de Santa Fe de Bogota, resolver, en el improrrogable termino de cuarenta y ocho horas, contadas a partir de la notificacion de esta sentencia, la peticion presentada por el senor Hector Gonzalo Montes Herrera el dia 23 de diciembre de 1994 y radicada bajo el numero 072183.
- TERCERO. LIBRENSE las comunicaciones de que trata el articulo 36 del Decreto 2591 de 1991.
