- En merito de lo expuesto, la Corte Constitucional
- R E S U E L V E:
- Primero. REVOCAR la sentencia del 12 de diciembre de 1997, proferida por la Seccion Cuarta de la Sala de lo Contencioso Administrativo del Consejo de Estado, que confirmo la providencia del 31 de Octubre de 1997 del Tribunal Administrativo del Norte de Santander, y en la cual se rechazo por improcedente la accion de tutela instaurada por Liliam Castro Roca. En su lugar, se CONCEDE la tutela solicitada, por las razones expuestas en la parte motiva y con las consecuencias alli mismo expuestas.
- Segundo. Librense por Secretaria las comunicaciones a que se refiere el articulo 36 del Decreto 2591 de 1991.
