- Primero. REVOCAR la sentencia de 5 de octubre de 2001, adoptada el Tribunal Superior del Distrito Judicial de Tunja, Sala Civil Familia, para en su lugar CONFIRMAR el fallo de primera instancia dictado por el Juzgado
- Segundo. Civil del Circuito de dicha ciudad el 3 se septiembre del mismo año mediante el cual decidió tutelar los derechos fundamentales invocados por los accionantes, con la ACLARACIÓN en el sentido de el Alcalde Municipal de Chiquinquirá deberá coordinar con el Comando de Policía local que los operativos de control en la Plaza de la Libertad se realicen durante las veinticuatro (24) horas del día, especialmente todos los fines de semana (viernes y sábado y festivos), por el tiempo que sea indispensable y hasta que la situación pueda ser apreciada como razonable y dentro de los límites de normalidad necesarios para conservar el orden y la tranquilidad en el lugar.
- Segundo. ORDENAR que por la Secretaría General se libren las comunicaciones de que trata el artículo 36 del decreto 2591 de 1991.
