REVOCAR las sentencias proferidas por el Juzgado Veintiocho Civil Municipal en primera instancia, y el Juzgado Trece Civil del Circuito de Santafe de Bogota en segunda y, en su lugar, negar la tutela solicitada por Gustavo Adolfo Ochoa Ochoa contra una providencia de la Seccion Quinta del Consejo de Estado.
