PRIMERO. Confirmar la sentencia de fecha 19 de octubre de 1992 dictada por la sala plena del Consejo de Estado, la que a su vez confirma la proferida por la seccion cuarta de esa misma Corporacion el 11 de septiembre de 1992.
SEGUNDO. Comuniquese la presente decision a la seccion cuarta del Consejo de Estado, para que de cumplimiento a lo ordenado en el articulo 36 del decreto 2591 de 1991.
