- Primero. REVOCAR el fallo proferido por el Tribunal Superior del Distrito Judicial de Santa Fe de Bogotá, Sala de Decisión Civil, el
- primero. de septiembre de 1999 al resolver sobre la acción de tutela entablada por Victor Raúl Solanilla Carvajal contra el Tribunal Administrativo de Cundinamarca y, en su lugar, conceder la protección del derecho al debido proceso del accionante.
- Segundo. SE DECLARA sin efecto, en la providencia "complementaria" dictada por el Tribunal Administrativo de Cundinamarca, Sección Segunda, Subsección A (expediente 30-069) el 28 de noviembre de 1997, la frase "sin que haya lugar al reintegro al servicio, con lo que se entiende plenamente cumplida la decisión adoptada en esa providencia".
- Tercero. Por Secretaría LÍBRESE la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
