- Primero. Confirmar la decisión del Tribunal Superior Judicial de Manizales, de 10 de febrero de 1992, Sala de Decisión Penal, en cuanto se refiere a los numerales 1o., 3o. y 4o. del fallo del a quo, con base en los argumentos aquí consignados.
- Segundo. Revocar la decisión del Tribunal Superior Judicial de Manizales, de 10 de febrero de 1992, Sala de Decisión Penal, en lo referente al numeral 2o. del fallo del a quo, con base en los argumentos aquí consignados y en su lugar ordénese al Tribunal que haga la prevención a Telecom La Dorada, con el fin de que dicha entidad aplique el debido proceso en todas las actuaciones administrativas.
