- Primero. Declárase EXEQUIBLE la frase "los notarios, y en los municipios que no sean sede de notaría", perteneciente al artículo 10, numeral 1, del Decreto Ley 2158 de 1970, por el cual se modificó el 118 del Decreto Ley 1260 del mismo año.
- Segundo. Declárase EXEQUIBLE el numeral 13 del artículo 3 del Decreto Ley 960 de 1970, que dice:
- "13. Llevar el registro del estado civil de las personas, en los casos, por los sistemas y con las formalidades prescritos en la ley".
