- R E S U E L V E:
- Primero. Declarar EXEQUIBLE el articulo 12 de la Ley 28 de 1988.
- Segundo. Como consecuencia de la declaratoria de exequibilidad, denegar la solicitud de que se ordene la devolucion de los dineros que, por concepto del tributo creado mediante el referido articulo 12 de la Ley 28 de 1988, fueron cancelados entre el momento de entrada en vigencia de la Constitucion de 1991 y diciembre de 1994.
