- Primero. Declarar EXEQUIBLE el articulo 27 del Decreto 2652 de 1991, en la parte que dice "las Salas del Distrito Judicial continuaran funcionando hasta la fecha en que sean instalados los Consejos Seccionales de la Judicatura, de conformidad con lo que determine el Consejo Superior", y por las razones expuestas en esta Sentencia.
- Segundo. Declarar EXEQUIBLE el articulo 28 del Decreto 2652 de 1991, en la parte que dice "continuaran tramitandose sin interrupcion alguna por los Magistrados de dichas Salas", por los motivos senalados en esta Sentencia.
