- Primero. Declárase EXEQUIBLE el inciso 1º del artículo 14 de la Ley 226 de 1995, en el entendido de que las medidas que puede adoptar el Gobierno en virtud de ellas son de carácter puramente administrativo.
- Segundo. Decláranse EXEQUIBLES las palabras "sin perjuicio de las limitaciones que se puedan imponer a los destinatarios de condiciones especiales", pertenecientes al inciso 3º de la misma norma, siempre que se entienda que el único facultado por la Constitución para imponer las limitaciones en cuestión es el legislador.
