- Primero. DECLARAR CUMPLIDA la exigencia constitucional del articulo 167 de la Carta, en relacion con la Sentencia C-580 de 2001, y por lo tanto EXEQUIBLE el proyecto de ley No. 51 de 1998 Senado de la Republica - 109 de 1998 Camara de Representantes, tal y como quedo modificado por el Congreso, luego de rehacer e integrar las disposiciones afectadas en terminos concordantes con la citada providencia.
- Segundo. Disponer que se remita el proyecto al Presidente de la Republica para la correspondiente sancion.
