1Autorízase La Expedición De Patentes Y Licencias Para Tripulantes De Embarcaciones Sin Proposición Propia O Accionadas Motores De Explosión Y Combustión Interna, Menores De Doscientas Cincuenta Toneladas De Capacidad Total De Registro Más Renxolcadora, Mediante El Lleno De Los Requisitos Exigidos Por El Decreto Número 1661 De 1933, Y En Formato Especial Que Las Distinga De Los Mismos Documentos Que Se Han Expedida Hasta La Fecha, Sin Limitación Alguna De La Capacidad Y De Las Características De Propulsión De Las Embarcaciones2El Ministerio De Obras Públicas, Por Medio De Resoluciones, Reglamentará Especialmente Todo Lo Relativo A La Expedición De Estas Patentes Y Licencias, Pero En Ningún Caso El Número Que De Ellas Se Explida Será Mayor Del Necesario Para Tripular- Las Embarcaciones En Explotación, Más Un Veinte Por Ciento (20 % ) Como Reserva Para Casos Eventuales
