° El Ministerio de Obras Públicas, por medio de resoluciones, reglamentará especialmente todo lo relativo a la expedición de estas patentes y licencias, pero en ningún caso el número que de ellas se explida será mayor del necesario para tripular- las embarcaciones en explotación, más un veinte por ciento (20 % ) como reserva para casos eventuales.
