Carácter de los servidores. Para todos los efectos legales, los servidores de las Empresas Sociales del Estado creadas en el presente decreto serán empleados públicos, salvo los que sin ser directivos, desempeñen funciones de mantenimiento de la planta física hospitalaria y de servicios generales, quienes serán trabajadores oficiales.
