La totalidad del incremento que logre cada municipio en el recaudo del Impuesto de Industria y Comercio por la aplicación de las normas del presente Capítulo, se destinará a gastos de inversión, salvo que el plan de desarrollo municipal determine otra asignación de estos recursos.
