El Fondo de Protección Solidaria, "Soldicom", será administrado por la Federación o Federaciones de distribuidores minoristas de combustibles líquidos del petróleo, a nivel nacional, que agrupen por lo menos el treinta por ciento (30%) de ellos, debidamente acreditadas ante el Ministerio de Minas y Energía. Los estatutos y sus reformas, para su funcionamiento, deberán ser aprobados por el Ministerio de Minas y Energía.
