Los oficiales del escalafón regular que de conformidad con lo establecido en el artículo 30 de este Decreto, sean inscritos en el escalafón complementario, no podrán volver a pertenecer a aquél ni ascender al grado inmediatamente superior. Su actividad profesional está encauzada a servir, exclusivamente en dependencias administrativas.
