Los operadores de Televisión por Suscripción deberán garantizar sin costo alguno a los suscriptores la recepción de los canales colombianos de televisión abierta de carácter nacional, regional y municipal que se sintonicen en VHF, UHF o vía satelital en el área de cubrimiento únicamente. Sin embargo, la transmisión de canales locales por parte de los operadores de Televisión por Suscripción estará condicionada a la capacidad técnica del operador.
