Primero. REVOCAR la sentencia proferida por el Juzgado Doce Civil del Circuito de Santafé de Bogotá D.C. En su lugar, CONCEDER la tutela impetrada en cuanto se evidencia la violación al derecho fundamental de petición.
Segundo. ORDENAR al Ministerio de Defensa Nacional, División de Prestaciones Sociales, que en el término de las cuarenta y ocho (48) horas siguientes a la notificación de la presente providencia, si no lo hubiere hecho ya, proceda a resolver de fondo e íntegramente la petición elevada por el señor Carlos Armesto Jiménez
Tercero. Por secretaría, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
