- Primero. CONFIRMAR la sentencia proferida por la Sala de Casación Civil y Agraria de la Corte Suprema de Justicia el 14 de julio de 1998, que a su vez confirmó el fallo del Tribunal Superior del Distrito Judicial de Riohacha (4 de junio de 1998), por medio del cual se denegó la tutela solicitada por Corelca en contra de la Secretaría de Hacienda y Crédito Público Municipal de Dibulla (Guajira).
- Segundo. COMUNICAR esta providencia al Tribunal Superior del Distrito Judicial de Riohacha para los fines previstos en el artículo 36 del decreto 2591 de 1991.
