- PRIMERO. CONFIRMAR la sentencia del Consejo de Estado, Sala de lo Contencioso Administrativo, Sección Segunda, de fecha de abril de 1996, que a su vez confirmó la sentencia del Tribunal Administrativo del Valle del Cauca, Sección Segunda, del 27 de febrero de 1996, que denegó la acción de tutela.
- SEGUNDO. ORDENAR a la Secretaría General, remitir el expediente de tutela al Tribunal Administrativo del Valle del Cauca, para los efectos consagrados en el artículo 36 del Decreto 2591 de 1991.
