- Primero. CONFIRMAR la sentencia del veintiuno (21) de marzo de mil novecientos noventa y seis (1996), proferida por el Consejo de Estado. En consecuencia, negar la tutela solicitada por la señora María Mercedes Cuéllar de Martínez.
- Segundo. ENVIAR copia de esta sentencia a la Procuraduría General de la Nación, para los efectos explicados en la parte motiva de esta sentencia.
- Tercero. COMUNICAR esta decisión al Tribunal Administrativo de Cundinamarca, para que sean notificadas las partes, de conformidad con lo dispuesto en el artículo 36 del decreto 2591 de 1991.
