- Primero. REVOCAR la sentencia de veintitrés (23) de mayo de 1996, proferida en segunda instancia, por la H. Corte Suprema de Justicia, dentro del proceso de tutela instaurado por Pilar Salcedo Pliego.
- Segundo. CONCEDER al tutela del derecho fundamental de petición de la señora Pilar Salcedo Pliego, ordenando a la Corporación Autónoma Regional de la Orinoquía, que dentro del término de 48 horas, contados a partir de la notificación de esta sentencia, resuelva la solicitud de permiso para la extracción mecanizada de material de arrastre elevada por la peticionaria, si para la fecha de esta decisión no lo ha hecho.
