- Primero. REVOCAR el fallo proferido en segunda instancia por el Consejo de Estado, Sala de lo Contencioso Administrativo -Sección Cuarta-, el 17 de septiembre de 1999, mediante el cual se negó la protección solicitada. En su lugar, se confirma la decisión adoptada por el Tribunal Administrativo de Santander. Pero el término para el pago total de las mesadas adeudadas y de las nuevas que se causen será de cuarenta y ocho (48) horas contadas a partir de la notificación de esta Sentencia, con cargo al anticipo contemplado en el parágrafo 6 del artículo 6 de la Ley 549 de 1999.
- Segundo. ENVIESE copia del expediente y de este Fallo al Fiscal General de la Nación, para lo de su cargo.
- Tercero. DESE cumplimiento a lo previsto en el artículo 36 del Decreto 2591 de 1991.
