  1. Primero. REVOCAR el fallo proferido por el Juzgado
  2. Primero. Penal Municipal de Fredonia (Antioquia) el 20 de septiembre de 2000, al resolver sobre la acción de tutela incoada por Jesús Antonio Villa Restrepo, Tiberio de Jesús Betancur Mejía, Luis Alberto Restrepo Restrepo y Claret Antonio Molina Carvajal, contra el Municipio de Fredonia.
  3. Segundo. ORDENAR al Alcalde Municipal de Fredonia que dentro de las cuarenta y ocho horas siguientes a la notificación del presente fallo cancele a los accionantes el valor de las mesadas atrasadas, si aún no lo hubiere hecho y tome las medidas necesarias para no volver a incurrir en incumplimiento en estos pagos.
  4. Tercero. Por Secretaría, LÍBRESE la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.

Las Pruebas Decretadas Por La Corte Constitucional En Este Caso Atendieron A Los Criterios Establecidos Por La Jurisprudencia De La Corte Constitucional No Solo De Manera General, Respetando Los Principios Relativos Al Régimen Probatorio En La Acción De Tutela. No Les Asiste Razón A Los Solicitantes Cuando Aducen Que La Tutela Efectuó Un Pronunciamiento Sobre El Artículo 27 Del Decreto 1421 De 1993. Negada
