- Primero. Revocar el fallo proferido por el Consejo de Estado, mediante el cual se denegó el amparo, por las razones expuestas en la parte motiva de ésta providencia.
- Segundo. Tutelar los derechos constitucionales fundamentales del actor a la subsistencia, al trabajo en condiciones dignas y justas y al mínimo vital y en consecuencia, Ordenar al señor Alcalde del Municipio del Guamo, que si aún no lo ha hecho, en el término de las cuarenta y ocho (48) horas siguientes a la notificación de la presente providencia, proceda a cancelar los salarios que se adeudan al actor, previos los trámites presupuestales pertinentes. Se le previene igualmente, a fin de que realice las acciones necesarias y adopte los mecanismos legales pertinentes para no continuar incurriendo en estas omisiones y procurar el pago oportuno del salario al actor.
- Tercero. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
