- PRIMERO. CONFIRMAR el todas sus partes el fallo proferido por el H. Consejo de Estado, Sala Plena, el 3 de diciembre de 1992, en la cual se niega, en segunda instancia, la solicitud de tutela interpuesta por el Mayor ALVARO LOMBO VANEGAS.
- SEGUNDO. Por medio de la Secretaría General de la Corte Constitucional, enviar copia de esta Sentencia al Consejo de Estado, al Tribunal Administrativo de Cundinamarca y al Comandante General del Ejército.
