- PRIMERO. Confirmar la sentencia del Honorable Consejo de Estado, Sala Plena de lo Contencioso Administrativo, fechada el diecinueve (19) de agosto de 1992, en la cual se rechaza por improcedente la accion de tutela impetrada por Eduardo Lemaitre Roman y otros contra el Alcalde Mayor de Cartagena.
