  1. PRIMERO. REVOCAR las sentencias del 6 de septiembre de 1995 proferida por la Seccion Tercera del Consejo de Estado y del 28 de julio de 1995 dictada por el Tribunal Administrativo de Santander, en virtud de las cuales se nego la tutela impetrada.
  2. SEGUNDO. CONCEDESE al peticionario Evaristo Rodriguez Gomez la tutela de los derechos a la consulta de los documentos publicos, de peticion y de informacion, que le fueron violados por la Oficina de Registro de Bucaramanga.
  3. TERCERO. Para la efectividad de la tutela que se concede ORDENASE a la Oficina de Registro de Instrumentos Publicos de Bucaramanga que en el termino de tres meses proceda a adoptar las medidas que sean necesarias con el fin de facilitar al peticionario la consulta sobre los folios de matricula inmobiliaria, en los terminos senalados en la parte motiva de esta providencia.
  4. CUARTO. Copia de esta providencia ENVIESE a la Superintendencia de Notariado y Registro para lo de su competencia.
  5. QUINTO. COMUNICAR, a traves de la Secretaria General de la Corte Constitucional, el contenido de la presente sentencia al Tribunal Administrativo de Santander, con el fin de que proceda a dar cumplimiento a lo dispuesto en el art. 36 del decreto 2591 de 1991.
