- Primero. Estarse a lo resuelto en la sentencia C-917 de agosto 29 de 2001, que declaró exequibles los artículos 146 del decreto 100 de 1980 (modificado por los artículos 1 del decreto 141 de 1980, 57 de la ley 80 de 1993 y 18 y 32 de la ley 190 de 1995) y 410 de la ley 599 de 2000.
