- Declarar que la parte acusada del articulo 17 de la Ley 80 de 1993, es EXEQUIBLE, en la medida en que la incapacidad fisica permanente impida de manera absoluta el cumplimiento de las obligaciones especificamente contractuales, cuando ellas dependan de las habilidades fisicas del contratista.
