En merito de lo expuesto, la Corte Constitucional
R E S U E L V E:
Declarar EXEQUIBLES el primer inciso del articulo 30-12 de la Ley 80 de 1993 y la frase "Igualmente, los proponentes prestaran garantia de seriedad de los ofrecimientos hechos", contenida en el primer inciso del articulo 25-19 de la Ley 80 de 1993.
