La Representante del Ministerio Público consideró que se encontraba incursa en una causal de impedimento para rendir concepto en el proceso de la referencia, con fundamento en las causales contempladas en los artículos 25 y 26 del Decreto 2067 de 1991, debido a que participó activamente en su trámite parlamentario.
La Sala Plena de la Corporación decidió ACEPTAR el impedimento planteado y dispuso correr traslado al Viceprocurador General de la Nación, para que presente el concepto correspondiente al que se refieren los artículos 242, numeral 2, y 278, numeral 5, de la Constitución.

- PRIMERO. Con fundamento en las razones expuestas en esta providencia, ACEPTAR el impedimento manifestado por la Procuradora General de la Nacion para emitir concepto dentro del expediente D-14410.
- SEGUNDO. LEVANTAR la suspension de terminos con ocasion del impedimento propuesto y DAR TRASLADO al Viceprocurador General de la Nacion, por el termino restante del otorgado inicialmente al Procurador General de la Nacion, para que rinda el concepto correspondiente al que se refieren los articulos 242, numeral 2, y 278, numeral 5, de la Constitucion.
