Primero. Inaplicar, por ser contrario a la Constitucion, el articulo 1o del Decreto 1382 de 2000.
Segundo. Declarar la nulidad de todo lo actuado a partir del auto del 8 de abril de 2002, incluido este, por medio del cual el Juzgado
Sexto. Civil Municipal de Cartagena se declaro incompetente para conocer de la accion de tutela instaurada por la senora Iris Herazo Martinez contra el Gerente del Instituto de Seguros Sociales, Seccional Bolivar.
Tercero. Ordenar al Juzgado
Sexto. Civil Municipal de Cartagena que asuma de manera inmediata el conocimiento de la accion de tutela de la referencia.
Cuarto. Por Secretaria. remitir el expediente al Juzgado
Sexto. Civil Municipal de Cartagena para lo de su competencia.
